INTRODUCTION AND OVERVIEW

Mr Christian Lillieroos opened the meeting and welcomed the committee executives to Paris.

 

CARRIED MOTIONS

M.1 RULES AND REGULATIONS FOR TABLE TENNIS FOR THE PHYSICALLLY DISABLED

M.1.1 Rules and regulations book

Mr Aksel Beckmann has made a rules and regulations book including all ITTC rules and regulations. The book is distributed to the ITTC committee executives and will also be distributed to the IPC headquarter. IPC headquarter will hopefully take care of the distribution to the IPC member nations, and also to the headquarters of the bodies of ISOD, ISMWSF, CP-ISRA and INAS/FMH. The book must also be sent to organisers of ITTC events, Paralympics included.

M.1.2 Database member nations and referees/umpires database

Mrs Margit Beckmann will make a database of all addresses for the ITTC member nations and Mr Aksel Beckmann will make a referee/umpire database (both e-mail addresses and ordinary addresses).

M.2 BYLAWS

M.2.1 Elections Sydney 2000

The ITTC committee decided to work on a new election system for Sydney 2000. The system will be introduced and discussed in the meeting with the nations in Paris 24th of October 1998.

M.3 ITTC - ITTF RELATIONS

M.3.1 ITTF World Championships 1999

Due to the problems in the old Yugoslavien countries ITTC will not organise a competition during the ITTF World Championships in 1999. This championship is supposed to take place in Belgrade, Yugoslavia in April/May 1999.

M.3.2 ITTF Regional championships 2000

The ITTC committee will try to organise disabled tournaments within the regional ablebodied championships in the future, like European Championships in Bremen, Germany in April/May 2000. Mr Øivind Eriksen will find out where and when the other regional championships will take place.

M.3.3 ITTF Magazine

ITTC have the possibility to include ITTC information in the ITTF magazine, Table Tennis Illustrated. Mr Øivind Eriksen is responsible to create a successful system together with the editor for every number of the ITTF magazine.

M.4 SELECTIONS

M.4.1 Selection for World Championships and Paralympic Games

Selections for the Paralympic Games 2000 and the World Championships 2002 will be based on the 1st of January 2000 and 2002 World Ranking. The nations will receive information in March 1999 concerning the number of slots in each class for the 2000 Paralympics.

After ITTC finalizes the Paralympic selection all countries are invited to apply for the available wild cards. Application forms will be sent to the countries with the first entry.

M.4.2 Selection for Regional Championships

The European Championships in Slovak 1999 might get more entries than the organizers can handle. If so, the number of entries will be selected in the same way as for the Paralympics and the World Championships. The first entry is December 15th 1998.

M.4.3 Wild cards in the selection system

ITTC is working on a system to more fairly determine the allocation of wild cards in the different classes for different types of tournaments.

M.5 SANCTIONING

M.5.1 Application forms

Mrs Margit Beckmann has made an application form which will be used by the organizers in the future.

M.5.2 Bid packages

ITTC will develope bid packages for factor 50 and 80 points tournaments in conjunction with IPC sports council.

M.5.3 Sanctioning fee

ITTC will start preparations to have sanction fees with deposit for factor 10 - factor 30 points tournaments. If organizers do not fulfil conditions, the deposit will not be reinburshed.

M.5.4 Restrictions factor 30 points tournaments

There can only be sanctioned one factor 30 points tournaments in each country during one calendar year. This restriction starts in 1999.

M.5.5 Definition of factor 30 points tournaments

The wording "in one category" is added after "all events". This means that an organizer only needs to play all standing, wheelchair or mentally disabled events to receive a 30 points factor if all other conditions are met.

M.5.6 Tournaments in USA

Because of the problems with US Open ITTC executive decided that any future sanctioned tournament in USA, until further notice, even factor 10 points tournaments, must have an ITTC appointed TD.

M.5.7 Sanctioning deadlines

ITTC will define a more precise system of sanction application deadlines for different types of tournament factors.

M.6 TOURNAMENTS AND TOURNAMENT CALENDAR

M.6.1 International tournaments

If more than one organizer wants the same date the one who applied first will normally get the sanction.

M.6.2 Co-operation/negotiations with organisers

ITTC must cooperate closer with IPC to monitor the contract process with every organizer for 50 - 100 points tournaments.

M.6.3 Standard Entry Forms

ITTC will develope Standard Entry Forms to help organizers in their tournament work.

M.6.4 Standard Results Form

Organizers of tournaments now must use ITTC’s Standard Results Form and will not be accepted without it.

M.6.5 Results from tournaments

If the organizers send the result forms to ITTC too late (more than four weeks after the tournament), the results will count for World Ranking points from the date they are received, and they will be annulled based on the date of the tournament.

M.7 REPRESENTATION

M.7.1 Representation Fespic Games, Bangkok

Mr Øivind Eriksen will represent ITTC in Fespic Games in Bangkok, Thailand 10. - 15. January 1999.

M.8 TECHNICAL DELEGATES

M.8.1 Technical delegates

ITTC will make a list of technical delegates on the ITTC web-site. The following ITTC committee members are also TD’s: Mr Christian Lillieroos, Mrs Marianne Baertelsen, Mr Silas Chiang and Mr Jiri Danek.

The following are TD candidates: Dr Chi Shih Wu, Mr Aksel Beckmann, Mr Øivind Eriksen, Mr Massimo Bernardoni and Mr Peter Glaese.

ITTC has the intention to organize future TD seminars during the regional and world championships.

M.8.2 Technical delegates in factor 20 points tournaments

ITTC has decided that there must be 1 TD present during factor 20 points tournaments, but no pre-TD-inspection will be necessary.

M.9 INFORMATION TO THE NATIONS AND THE INDIVIDUALS

M.9.1 Regular mailing

We have problems informing the ITTC nations with no internet access. ITTC will create a database of addreses including e-mail to all national disabled table tennis organisations and interested individuals.

We will mail information to them four times a year. They pay US$25/year for the service. Mrs Marianne Baertelsen is responsible for creating a suitable system, and the IPC-headquarter in Germany will mail the information. The other national paralympic committees will get information for free twice a year.

All mailed information will be available for free on the ITTC web-site.

M.10 MIDDLE-EAST

M.10.1 Middle-East

ITTC recommends that Middle East together with Africa will make a common region, but the question will be discussed at the nations meeting 24th of October 1998.

M.11 FESPIC GAMES

M.11.1 Fespic Games 1999

ITTC confirmed that the Fespic Games 1999 is a factor 30 point tournament, regardless of earlier discrepencies in documents.

M.12 SEEDING PROCEDURES

M.12.1 Seeding procedures

The tournament organizers will have to use the latest published ranking list for seedings.

M.13 BUDGET 1999

M.13.1 Budget 1999

Mr Silas Chiang will make a budget for ITTC to be submitted to IPC for 1999 based on input from the ITTC executive committee.

M.14 CLASSIFICATION

M.14.1 Classification procedures

Tournament organizers should contact the Medical Officer for the classification list of their entered players.

M.14.2 Senior classifier

The ITTC Medical Officer will establish guidelines for a senior classifier certification.

M.14.3 Classifier in factor 20 points tournaments

There will be 1 classifier in factor 20 points tournaments.

All motions presented at the meeting were carried.


INFORMATION

I.1 PARALYMPICS 2000

I.1.1 Paralympics 2000

Mr Neil Harwood, competition manager - table tennis - 2000 Sydney Paralympic Organising Committee, informed ITTC of the status with the 2000 Paralympic Games.

I.2 BUDGET

I.2.1 Budget system

Mr Silas Chiang informed about the ITTC budget system. The ITTC chairman and the ITTC secretary gets paid for their travel expences in the yearly ITTC meetings, the others ITTC executives must get their expenses covered by their national association.

I.3 IPC

I.3.1 IPC headquarter

IPC has moved its headquarter to Germany. According to German law ITTC must change to a indepentant affiliation to IPC to retain voting rights. This is currently under investigation by the IPC legal committee, to see if any exceptions can be found.

I.4 ISMWSF

I.4.1 WWG 1999

WWG 1999 will be organized in Christchurch, New Zealand, and table tennis will be on the program.


NEXT ITTC MEETINGS

ITTC meetings 1999

ITTC will organize an e-mail-meeting 10th of January 1999, regarding Paralympic selections. The 1999 ITTC-meeting will be organized in Palestine October 1999.
